139. Mr KA Sinclair (COPE-NC) to ask the Minister of Police:
Whether his department has any national strategy and implementation plan in
place to probe the practice by Nigerian syndicates to strip women of their
identity in order to hold them hostage and use them as prostitutes; if not,
why not; if so, (a) when will this plan be implemented, (b) what mechanisms
will be available to women who seek assistance and (c) which (i) non-
governmental and (ii) community organisations will be involved to help
support this plan?

REPLY:
No. The South African Police Service has a national strategy including its
implementation to deal with any form of human trafficking by any individual
or syndicates. There are safe houses (shelters) in line with victim
empowerment programme.
i) and (ii) The International Organisation for Migration, the
Salvation Army/ World Hope, South Africa and Sithabisile are some
of the non- governmental organisations that are assisting.
