Adv H C Schmidt (DA) to ask the Minister of Mineral Resources:
(1) Whether her Director-General signed a performance contract with her;
if not, why not; if so, when;
(2) whether all senior managers in her department signed performance
contracts with the Director-General; if not, (a) which senior managers
did not sign, (b) for what reason and (c) when will it be done; if so,
on which date did each senior manager sign a performance contract?

REPLY
1. With effect from May 2009, a performance agreement was ready for
signature with the Ministers of Minerals Resources and Energy; however
the announcement of the split of the Department had an impact on the
signing of this agreement. This fact as well as the result of the
business case prepared for the split of the Department nullified this
performance agreement. As a result of the split an Acting Director-
General (DG) was appointed for the Department of Energy. It was
necessary for the two Ministers to develop their visions for the two
Departments; therefore, revised performance agreements need to be
compiled for both the two new Directors General following the
compilation of the new strategic plans. The Department of Mineral
Resources has held their strategic planning session on the 19-21
August 2009. Based on the outcome of the afore-mentioned strategic
planning session, the performance agreement of the DG will be
finalised by September 2009, incorporating all the strategic
objectives and priorities as agreed.
2. a) Not all Senior Managers have signed performance agreements, inter
alia, the newly appointed senior managers, because the SMS Handbook
allows for a period of 3 months after appointment to enter into a
performance agreement. The changes in the DGsâ performance agreement
will have an impact on the performance agreement of members of senior
management which need to be realigned and revised accordingly. These
changes filter into the performance cycle of the Department.
b) Only the newly appointed managers who have a period of 3
months to comply;
c) All performance agreements are signed, with exception of
all the newly appointed managers falling within the 3months prescribed
time- frame. The majority of managerâs performance agreements still
need to be realigned after finalisation of the afore-mentioned new
strategic plans.
