(1) Whether she and/or her department have requested and received a legal opinion on the validity of the contract entered into between her department and a certain company (name furnished) for the installation of the Who am I Online IT system; if so, (a) who requested and/or received the legal opinion, (b) when was this legal opinion requested and/or received and (c) what was the recommendation with specific reference to the validity of the contract; (2) whether she or her department executed the recommendations contained in the legal opinion; if not, why not; if so, in what manner; (3) why did she and her department decide to sign the contract in December 2007 and go ahead with it in March 2011 despite the fact that the original amount tendered by the company was R2,1 billion when the contract was awarded to the company, but that the amount signed for with the company in December 2007 amounted to R4,5 billion; (4) (a) what was the reason for the increased contract price as indicated by the said company in the contract of December 2007 and (b) from what section of her department’s budget were the extra funds for this contract obtained?
