INTERNAL QUESTION PAPER NO 40 of 2010
Mr H B Groenewald (DA-NW) to ask the Minister of Home Affairs:
1) Whether electoral commissioners who are appointed on a full-time basis
are permitted to be employed and earn remuneration outside of the
Commission; if not, what is the position in this regard; if so, what
conditions are applicable to such additional employment;
2) whether any of the newly-appointed full-time commissioners are
currently employed outside of the Commission; if not, what is the
position in this regard; if so,
(3) whether these commissioners will be required to terminate such
employment; if not, why not; if so, what are the relevant details?

REPLY:
1) Section (9)(1)(b) of the Electoral Commission Act, 51 of 1996,
provides that a member of the Commission shall âif appointed in a full-
time capacity, serve as such to the exclusion of any other duty or
obligation arising out of any other employment or occupation or the
holding of any other office, unless specifically authorised thereto by
the President.â
