INTERNAL QUESTION PAPER NO 18 of 2013
Mr R A Lees (DA-KZN) to ask the Minister of Home Affairs:
(1) Whether all the scanners that are being used for the registration of
voters in the office of the Independent Electoral Commission in the
Abaqulusi Local Municipality are accounted for; if not, how many are
and / or were at any time not accounted for; if so, what are the
relevant details;
(2) whether the scanners that were not accounted for have been recovered;
if so,
(a) how were they recovered, (b) from whom and (c) what action has
been or is being taken against those who have been found in
possession of the scanners;
(3) whether all the data that was collected on these scanners has been
verified as accurate before adding it to the official votersâ roll;
if not, why not; if so, what are the relevant details?

REPLY:
The question was referred to the Independent Electoral Commission (IEC) and
it responded as follows:
1) Only one scanner has not been accounted for in the local office
of the IEC in the Abaqulusi Local Municipality.
(2)(a) to (c) The scanner has not as yet been recovered. The matter is
under investigation by the South African Police Service under
case number CAS 38/04/2013.
3) The data on this scanner cannot be uploaded onto the Voter
Registration System, as it has been âblacklistedâ. It will thus
not be possible for the scanner to interface with the IECâs
business application for processing of voter registration files.
Apart from the crime of theft which is apparent in these
circumstances, the use of this scanner is unauthorised, as the
handler has not been appointed as a registration official by the
Chief Electoral Officer of the IEC.
