Ms B V Mncube (ANC-Gauteng) to ask the Minister of Higher Education and
Training: [Rule 246(2)]
Whether he will engage Further Education and Training Colleges, the
Universities and industries in Gauteng to contribute positively towards the
creation of decent work by providing relevant skills such as
apprenticeship, project management and engineering; if not, why not; if so,
what are the relevant details?

REPLY:
Yes, the Department of Higher Education and Training is currently
implementing initiatives that collectively promote apprenticeship,
engineering studies and project management in several Further Education and
Training (FET) colleges. It has also set in motion numerous processes that
are already starting to integrate the work of FET colleges, universities
and industries in all provinces, including Gauteng, to contribute
positively towards the creation of decent work by providing relevant skills
through a range of programmes offered at all post-school education and
training institutions.
My Department has also put in place a mechanism that will facilitate a
closer collaboration between universities, SETAs and industry and improve
placement of students in work based learning opportunities.
In addition, the Department in partnership with Department of Public
Service and Administration has embarked on a programme to approach all
provincial, national departments and municipalities to open up their work
places for FET graduates to get experiential learning by turning the
âPublic Service into a Training Spaceâ.
Individual businesses have also approached the Department to provide them
with students who are in need of work placements. The most recent example
is the retail sub-sector of the auto industry that is partnering with the
Department to assist in setting up FET college bridging programmes with a
view of placing 9 600 artisan learners per year.
Partnerships between FET colleges and industry with the aim of ensuring
better skilled artisans and industry workers have been forged on a large
scale in the province. These partnerships benefit colleges by securing
student placements for work experience, lecturer capacity development in
the trades and occupational areas of skills training, as well as with
sponsorships of plant and equipment for the college workshops.
