(1) Whether, with regard to large health salary scales and health budgets discrepancies that exist between the provinces and municipalities, he will give reasons why provincial departments of health pay approximately R100 000 per annum more than municipal salary scales; if not, why not; if so, what are the relevant details; (2) whether he intends implementing the concept of “funding follows function” as a basic principle where it relates to the delegation of powers and functions from the provincial health departments to district and local municipalities; if not, why not; if so, what are the relevant details; (3) whether he has or will put any other measures in place to address the fact that district and local municipalities are expected to contribute 20% for primary health care services and provinces only 80%; if not, why not; if so, what measures; (4) whether he has or will put any measures in place to assist district municipalities operating only on grant specific budgets to pay the additional 20% share for primary health care functions as delegated by the provinces, if not, why not, if so, what are the relevant details; (5) (a) how many district municipalities are currently experiencing financial difficulties as a result of this problem, (b) how many municipalities are presently in dispute with their provincial health departments as a result of this problem, (c) what amount is owed to each of the municipalities by the health department in each province; (6) whether a date has been set for all provinces to take full control of the salary component of the Primary Health Care Professional Nurses in order to (a) end these salary discrepancies and (b) clarify which sphere of government has authority over the clinics in the provinces; if not, what is the position in this regard; if so, what are the relevant details?
