(a) When does his department intend to move away from using the municipal value of a property to determine the rates applicable to that property to using the system where the market-related valuation is used as a yardstick to determine the rates and (b) why are delays being experienced if the implementation of the adjustment of the limits in terms of the Local Government: Municipal Property Rates Act, Act 6 of 2004, from the municipal value to the market-related value has been passed?
