(a) How many learners are enrolled for Grade R in the Western Cape, (b)
what was the budget for this grade for the 2010-11 financial year and (c)
how does her department (i) monitor and (ii) evaluate (aa) learners and

(c)
(i) The Department of Basic Education monitors the implementation of
policies through visits to provinces, analysis of plans and
verification of reports provided by the province.
(aa) The learners in the Western Cape are monitored by the Western
Cape Department of Education.
(bb) The educators in the Western Cape are monitored by the Western
Cape Department of Education.
(ii) The Department of Basic Education is currently developing an
integrated monitoring and evaluation system that can be used by
national, provinces and districts. Surveys are conducted to evaluate
specific aspects of implementation.
(aa) The learners in the Western Cape are evaluated by the Western
Cape Department of Education.
(bb) The educators in the Western Cape are evaluated by the Western
Cape Department of Education.
