Prince MMM Zulu (IFP-KZN) to ask the Minister of Basic Education:
Whether any strategies are in place to improve basic education for school
which received a zero % pass rate in 2010; if not, why not; if so, what are
the relevant details? CW39E
REPLY
1. Yes, the Department of Basic Education and Provincial Departments of
Education have developed plans to address underperforming schools,
including those that achieved zero pass rate in 2010 National Senior
Certificate (NSC) examinations. Evidence suggests that there are multiple
factors that contribute to underperformance. Therefore, the strategy is
underpinned by four pillars:
⢠Teaching and learning to ensure that learners and teachers are
provided with appropriate teaching and learning support;
⢠Ensuring basic functionality of schools in order to address management
and governance weaknesses;
⢠Mobilising communities and governance weaknesses;
⢠Mobilising communities and partners to support schools; and
⢠Ensuring district development and support of schools.
