Mr. M J R de Villiers (DA-WC) to ask the Minister of Basic Education:
1) (a)What quantity of Lesson Plans to be used in 2010 from Grade 1 to
Grade 6 has been made, (b) which schools will receives each of the
Lesson Plans and (c) when will the schools receive the Lesson Plans;
2) Whether the Lesson Plans were procured by means of a tender process;
if not , (a) how were they procured, (b) who developed the lesson
plans and (c)which the cost of each (i) lesson plan and / or (ii)
book ; if so,
3) (a) what process was followed , including timeframes,(b) from whom
were the proposals received (c) what were their respective
costs,(d)which proposal was accepted and (e) on what basis was this
proposal accepted
REPLY:
1. (a) One hundred and eighty nine thousand, four hundred and
sixty four Lesson Plans for Literacy/Languages and
Numeracy/Mathematics for Grades 1-6 will be procured. This means
that each school will receive twelve lesson plans (six for
Literacy/Languages and six for Numeracy/Mathematics).
b) Fifteen thousand, nine hundred and seventy two schools in
quintiles one, two and three will receive hard copies of the
Lesson Plans, while schools in quintiles 4 and 5 will receive CD
copies of the plans..
c) Lesson Plans for term one will be in schools by the end of the
2009 school year for use at the beginning of 2010. Lesson Plans
for term two will be in school by March 2010 and Lesson Plans
terms three and four will be in schools by June 2010.
2. The Department followed the following process to develop the
lesson plans:
a) The Department of Education appointed 6 curriculum developers and
twelve teachers to develop the plans. The experts were appointed
for a period of four months against vacant posts in the Department
of Education at deputy director level and the teachers were
appointed on an overtime basis according to Government Gazette
Number 1140 of 7 December 2007 (Annexure B).
b) The unit cost of printing each lesson plan is approximately
R50.50. The Lesson Plans themselves are a long-term investment for
use for a period of no less than 5 years..
