âMrs E C Van Lingen (DA-EC) to ask the Minister of Arts and Culture:
(1) (a) What is the (i) scope and (ii) progress of the Khoisan
Sustainable project at the Sarah Bartmann Centre of Remembrance in
Hankey which is still to be launched, (b) how will this project be
sustained, (c) what is the budget for this project and (d) when is it
anticipated that the project will be completed;
(2) whether the Khoisan community in the Kouga municipal area will
benefit in any way from this project; if not, why not; if so, what are
the relevant details? CW 442E
REPLY:
(1)(a)
(i). The scope of the Sarah Baartman project is the development of a
Sarah Baartman Centre of Remembrance in Hankey in the Eastern
Cape,
(ii). The architectural plan for the building has been designed and
launched during a ceremony in Hankey on 25 August 2010.
(b) The project will be sustained as a national heritage site, and a
Declared Cultural Institution (DCI) in accordance with
the Cultural Institutions Act, Act no 119 of 1998. The running costs
for sustaining the project will therefore be allocated from National
Treasure and disbursed by the Department of Arts and Culture.
(c) The projected budget for the 2010-2015 period is about R44 000 000.
This is solely for the construction of the Centre.
(d) The development of the building will last for about 1 and half
years.
2) The estimation of beneficiation to the local community is on the basis
of job-creation as well as the sourcing of materials. The
quantification of actual jobs and job opportunities will be developed
through an economic impact study which will be undertaken by the
National Department of Public Works, in terms of EPWP process. The
calculation is dependent on the design of the building, and the
quantification of the number of bricks, steel, wood, cement and earth
moving equipment; as well as the type of labour, and the type of
professional service required.
The architectural plan has now been finalized, and was unveiled in
August 2010. Beneficiation also includes the purchase of materials
supplies locally. Once the Centre has been established, business
opportunities will include catering services, cleaning services,
maintenance work and security services.

5) is envisaged that the Khoisan community in the Kouga municipality
will benefit in any way from the project, as it is estimated that
during the construction phase about 800 jobs will be available, while
about 80 full-time jobs will be available after construction.
