Mr P D Mbhele (Cope) asked the Minister of Transport:
(1) Whether the Air Traffic and Navigation Services Company Ltd was able
to reduce its spending on travel (details furnished); if not, why not;
if so, (a) how much did it spend in the 2009-10 financial year
compared to the (i) 2006-07, (ii) 2007-08 and (iii) 2008-09 financial
years and (b) how many trips were undertaken compared to each of these
years;
(2) whether this represented a saving in real terms; if not, what is the
position in this regard; if so, what are the relevant details?

REPLY:
The Minister of Transport:
(1) (a) (i), (ii), (iii) and (b)
No, the Air Traffic and Navigation Services Company Limited (ATNS) has
not reduced its travelling costs as participation on these forums
happens on a mandatory annual basis.

The above trips are for the interaction with the International Civil
Aviation Organization (ICAO), International Air Transport Association
(IATA), AFI (Africa-Indian Ocean) regions, the Civil Air Navigation
Services Organization (CANSO) and business development initiatives on
the African continent. Therefore, the amount of trips undertaken
would vary from year to year.
(2) The travel budget of the ATNS goes up on average at 10% year on year,
and it is mainly to attend and participate in forums and/or panels as
organised by the international aviation organizations mentioned under
(1) above. The ATNS represents South Africa on most of the forums
organised by ICAO, to which South Africa is a country member.
