Mr G G Hill-Lewis (DA) asked the Minister of Transport:
(1) Whether the task team that was appointed to determine a way forward
in respect of the impasse between Airports Company of South Africa
(ACSA) and the Regulating Committee regarding the 2010-11 to 2014-15
permission cycle has reported to him; if not, what is the position in
this regard; if so, what are the relevant details of the report;
(2) (a) what duties are the task team required to undertake, (b) when
will the term of this task team end, (c) what cost has been incurred
in respect of this task team and (d) who are the members of this task
team? NW3308E
REPLY:
The Minister of Transport:
1) The Task Team that was appointed concluded its assignment and
submitted a report in January 2011. The task team found the process
followed by the Regulating Committee to the Airports Company South
Africa Limited (ACSA) and the Air Traffic and Navigation Services
Company Limited (ATNS) (the Regulating Committee) to be appropriate.
The Task Team acknowledged that the current regulatory framework does
create room for ambiguity. To this end, the Department of Transport
has embarked on the process to develop regulations and funding models
for both ACSA and ATNS to address these shortfalls. The regulations
will be promulgated in terms of Section 15 of the Airports Company
South Africa Act, 1993 (Act No 44 of 1993) and Section 14 of the Air
Traffic and Navigation Services Act, 1993 (Act No 45 of 1993).
(2) (a) The Task Team was tasked to:
⢠Conduct a detailed analysis of all the information provided by all
parties in the permission application process;
⢠consider and analyze the proposed tariffs as outlined in the proposed
permission by the Regulating Committee whilst considering all the
supporting documents, as well as all the reports that have been
utilized in putting together the proposed tariffs;
⢠interact directly with and receiving presentations from all the
affected parties; and
⢠compile a detailed report of the proceedings and providing advice on
whether, given all the circumstances, the current proposed tariffs are
appropriate.
(b) The term of the Task Team ended in January 2011 when they
presented their report.
(c) The Department of Transport incurred R722 063-00 in respect of
this Task Team.
(d) The Task Team composed of the following five members:
