We note that consistent revenue shortfalls alongside new expenditure commitments, amongst them, free higher education, challenges in state-owned enterprises, SOEs, and the national health insurance, NHI, led to significant tax increases over the past four years. Notwithstanding these large tax increases, tax revenue as a proportion of GDP has started to decline.
