Hon Chairperson, the Select Committee on Security and Constitutional Development, having received a briefing from the Department of Defence and Military Veterans, stands to report to the House and request the House to adopt the Bill.
I will read the title of the Bill so that hon members don't vote for something they don't know. The Implementation of the Geneva Conventions Bill, Bill 10B of 2011, was introduced to enact into law the Geneva Conventions and Protocols. This is to ensure prevention of and ensure punishment for grave breaches and other breaches of the conventions and protocols, and to provide for matters connected therewith. A factor I would like to highlight from this report, in requesting and motivating for the House to adopt and pass the Bill, is indeed to give effect to section 231(4) of the Constitution of South Africa, which stipulates that any international agreement becomes law in the Republic when it is enacted into law by the national legislature. This is legislation that was introduced to the committee. Therefore we request that the House adopt it. I thank you, Chairperson. [Applause.] Debate concluded.
