Chairperson, on behalf of the DA I would like to move a motion without notice:
That the Council -
1) notes the valuable content of Trevor Manuel's National Planning Commission's National Development Plan;
2) notes that this plan follows a long list of ANC plans that have been proposed during the past 16 years but that have been unworkable and were not implemented;
3) further notes that Trevor Manuel's plan contains many important and very sensible DA policy proposals including the cessation of the ANC cadre deployment policy, the demilitarisation of the police and linking teachers' pay to performance;
4) notes that for South Africa to grow and prosper it needs to abandon the failed policies of the current government; and
5) therefore resolves to call upon the South African government to accept the Manuel National Development Plan and to implement it without delay and without fear of the political consequences from ANC cadres such as Julius Malema who would lose their sources of gratuitous wealth.
The motion is not agreed to. The motion without notice will now become a notice of motion.
