We now move to Question 3 asked by hon Bloem to the Minister of Police. The Minister of Police has not responded. [Interjections.] You are rising on a point of order? Who is out of order, because there is nobody speaking? All right, you can rise on a point of order.
Hon Chairperson, on a point of order: The first part of the question asked by hon Bloem does not make sense at all. He asks the Minister whether his department is proceeding with the renovations and construction of the multimillion-rand lease of Sanlam Middestad Centre. I want to request that you make a ruling on whether it is possible to renovate and construct a lease in the context of this question. The report of the Public Protector on the SA Police Service, SAPS, R500 million lease was made public in February.
The hon Bloem must request his party to appoint a researcher to ensure that they are up to date on these issues. I have brought a copy just in case he is still interested in reading it. I thank you. [Interjections.]
So what is the point of order?
I will allow the Minister to respond to the question.
You are taking a chance here.
Hon Chairperson, the answer is no.
Very good answer. [Laughter.]
Hon Chairperson, I never knew that the hon member was now a Minister. Minister, thank you very much for that response. I really appreciate it.
Don't respond to that, member. I have asked the Minister to respond to your question and he has done so.
Minister, I am happy with the answer. I thank you.
I was informed that the Deputy Minister for the Department of Justice and Constitutional Development will arrive a little bit later. I don't see him in the House. Am I correct? He is not here and therefore we will deal with Question 4 later. I will proceed with Question 5 from hon Bloem to the Minister of Police.
Systematic national programme to deal with search and seizures at schools and details relating to traumatisation of learners as a result of random approach
5. Mr D V Bloem (Cope) asked the Minister of Police:
(1) Whether his department has a systematic national programme to deal with search and seizures at schools around the country; if not, why not; if so, what are the relevant details;
(2) whether this random approach is leading to the traumatisation of learners at schools; if not, what is the position in this regard; if so, what are the relevant details?
