Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of the ANC:
That the Council -
1) notes and welcomes the ruling made in the extradition hearing of Mr Shrien Dewani by Senior District Judge Howard Riddle in the Belmarsh Magistrate's Court in London, United Kingdom yesterday, 10 August 2011;
2) also notes that the ruling sets in motion the extradition of Mr Shrien Dewani to South Africa to have his day in court to face the serious allegations made against him and his co-accused in the vicious and heartless murder of his wife, Ms Anni Dewani, while on honeymoon in South Africa last year;
3) further notes that the ruling on Shrien Dewani's extradition was made in the month of August, a day after Women's Day, when our nation recommitted itself to moving with great speed in addressing the persistent violence and abuse perpetrated against women in our society;
4) acknowledges that his judgment and the sentiments expressed by Judge Howard Riddle reaffirm the great strides that South Africa has made in ensuring a credible and independent judiciary;
5) takes this opportunity to congratulate the National Prosecuting Authority, NPA, the Department of Justice and Constitutional Development and the SA Police Service, SAPS, and all the South African experts that were involved in the extradition hearing; and
6) hopes that Shrien Dewani will spend less time in Valkenberg Psychiatric Hospital and more time in court to bring closure to this case, which has dragged on for such a long time.

1) kennis neem dat mnr Moeletsi Mbeki, die politieke ontleder en broer van voormalige president Thabo Mbeki, aan die Duitse koerant, Die Welt, ges het dat die ANC toenemend verdeeld raak;
2) verder kennis neem dat die ANC geen bestuursvermons het nie en die geleentheid om die vernuf en kennis van die vorige apartheidsregering se amptenare te tap total gemis het;
3) erken dat vrae gestel moet word oor wie so gereeld en verlustig die finansile geldsake van Julius Malema, president van die ANC Jeugliga, aan die media deur gee;
4) voorts kennis neem dat president Jacob Zuma mense in ho posisies aanstel omdat hy hulle ken en hulle vriende van hom is, met ander woorde, nepotisme bevorder;
5) erken dat hierdie uitlating en standpunt in Die Burger van 10 Augustus 2011 so gerapporteer is; en

That the Council -
1) notes that Mr Moeletsi Mbeki, a political analyst and the brother of former President Thabo Mbeki, told the German newspaper, Die Welt, that the ANC is becoming increasingly divided;
2) further notes that the ANC does not have management abilities and has totally lost out on the opportunity to draw on the expertise and knowledge of the former apartheid government's officials;
3) acknowledges that questions need to be asked about who so regularly passes on, and delights in passing on, information on the financial affairs of Julius Malema, President of the ANC Youth League, to the media;
4) further notes that President Jacob Zuma appoints people in prominent positions because he is acquainted with them and they are friends of his, that is to say, promotes nepotism;
5) acknowledges that this statement and point of view were reported on in Die Burger dated 10 August 2011; and
6) recognises that the government and the leaders of South Africa should take these statements seriously and should take remedial action to prevent the same problems that occurred in the rest of the world from happening here.]
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of Cope:
That the Council -
1) notes the negligence or corrupt active connivance of the police in allowing South Africa's most wanted criminal, Bongani Moyo, linked to 35 bank robberies, to escape with ease from the Pretoria Magistrate's Court on Wednesday, 10 August 2011;
2) further notes the patent failure of the police to properly shackle or guard him, given the extent of his criminal activity; 3) also notes the further failure of the police in allowing him to walk out of the courtroom without any intervention from any officer;
4) further notes the inexcusable management of prisoners in court by the police, and particularly the failure of the police to fasten a tracking device on every prisoner to prevent precisely this kind of easy escape; and
5) debates the steps that the police should be taking to ensure that there is no repeat of such an incident again.
Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of Cope:
That the Council -
1) notes the implications of the government policy of deploying incompetent and unskilled friends in most of the departments;
2) further notes the serious consequences attached to the politicising of Chapter 9 institutions through cadre deployment, as reported in the Chapter 9 review co-authored by the late Prof Kader Asmal; and
3) acknowledges the need to address the unintended consequences of a provision in our Constitution that enables those with the right political connections to elevate themselves above the law, and in so doing to honour the legacy of Prof Asmal.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the DA:
That the Council -
1) notes that it is shocking to see that not a single municipality of the 24 in the North West province had a clean report from the Auditor-General during the previous financial year;
2) further notes that only 10 of the 24 municipalities managed to submit their records for audit in the 2009-10 financial year;
3) recognises that most of the municipalities used consultants and yet they still got disclaimers, and the same consultants were then allowed to continue for the following financial year; and
4) requests an investigation into the hiring of friends and relatives to do the consultants' work in the North West province.
Chairperson, I hereby give notice that on the next sitting day of the Council I shall move on behalf of the ANC:
That the Council -
1) notes that a school principal at the Ntji Mothapo Primary School in Ga-Mothapo - Magowa village in Limpopo is being investigated for allegedly not reporting cases of sexual abuse at his school, where it is alleged that a security guard at the school had sodomised at least 11 boys aged between 9 and 11 years over a period of 10 months;
2) further notes that the guard is currently on the run and that a case of sexual abuse was laid against him, by members of the school governing body only on Friday, 5 August; and
3) takes this opportunity to call on the provincial MEC for education, Mr Namane Masemola, to investigate this matter and the MEC for safety, security and liaison, Mr M G Phadagi, to rally all law enforcement agencies to ensure that the security guard is brought to justice and to face the full might of the law.
Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of Cope:
That the Council -
1) notes the findings of the Centre for Scientific and Industrial Research, which claim that if global warming was limited to 2C above pre-industrial levels, it might still not be enough to save South Africa from harm;
2) recognises the results of the findings that the continent of Africa will experience warming of between 4C and 5C by 2100 if the global average remains at 2C; and
3) acknowledges the urgency to address the issue of climate change and to find a lasting, long-term solution.
Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of the ANC:
That the Council -
1) notes that the DA-controlled City of Cape Town ignored a High Court order last week when they evicted the poorest of poor people unlawfully and in a brutal, apartheid-style manner from their informal shelters in Tafelsig, Mitchells Plain, leaving several people injured;
2) further notes that the City's law enforcement agents not only demolished the structures of these poor people unlawfully and without a court order, while swearing at them in the most disgusting language, kicking them and beating them with batons, and knocking over pots of food, but also unlawfully took their blankets, pots, pans and other belongings, leaving them desperate, destitute and without any hope in the open veld, with no food and no shelter against the cold, wet elements of the winter season;
3) takes this opportunity to condemn the City of Cape Town's actions in the harshest possible terms, and calls on the DA and its administration of the City to stop this unlawful and brutal apartheid-style behaviour; and
4) calls on the Ministers of Co-operative Governance and Traditional Affairs, of Human Settlements, and of Police to investigate this brutal and unlawful incident and take appropriate steps.
Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of Cope:
That the Council -
1) notes the 3,8 million South Africans between the ages of 18 and 30 that are without schooling, unemployed, and without skills;
2) further notes the South African Gini coefficient of 0,67, which makes South Africa the most unequal country in terms of income disparity;
3) condemns the continuous trend of well-connected individuals and government officials who continue to live the high life regardless of these hopeless figures; and
4) acknowledges the inability of the governing party to provide sustainable and long-term solutions for the indigent.
Chairperson, I give notice that on the next sitting day of the Council I shall move on behalf of the ANC:
That the Council debates the impact of the cost and price of health services in the light of the ruling by the Competition Commission on the National Health Reference Price List, NHRPL, and, the board of the health professionals council for allowing doctors to charge anything up to 300% of health services rates.

That the Council -
1) notes the lack of progress regarding women's development in South Africa and especially the continuing decline in the representation of women in the workplace;
2) acknowledges the urgent need for government, and the private sector, to step up and support women in business, as well as female entrepreneurs and women in rural areas;
3) further notes the critical importance for all leaders from various sectors to join hands and fight gender violence and the spread of HIV and Aids; and
4) further acknowledges the need for women to continue to be encouraged and to act as role models for women in South Africa.
