That the Council -
a) notes that many provinces have underspent on the Community Library Services Grant and that in some cases library buildings are standing empty, without staff or books;
b) exercises its oversight function in regard to the spending of the grant with due diligence;
c) condemns this lack of service delivery to the people, especially the youth;
d) affirms that the relevant people should be held accountable for this; and
e) believes that well-equipped and well-staffed libraries are central to ensuring that everyone has an equal opportunity to education and personal development and that a culture of reading is an important part of our national development.
