About Steve Swart

Mr Swart is an African Christian Democratic Party (ACDP) Member, originally from Fish Hoek, Cape Town. He studied for his BA and LLB degrees at the University of Stellenbosch, and was then admitted as an attorney, practising that profession for about fifteen years before being elected to Parliament in 1999. Whilst at Parliament, he obtained his B.Econ (Hons) degree through University of the Western Cape. This assists him in his work in the Finance Committee, which deals with the national budget, global and domestic economic growth figures and similar issues. One of the longest-serving Members on the Portfolio Committee on Justice and Constitutional Development, he also served on the Joint Constitutional Review Committee, the Standing Committee on Finance and the Portfolio Committees on Home Affairs, Transport, and Environmental Affairs and Tourism. Mr Swart was one of the drafters of the Western Cape Provincial Constitution, and was one of the attorneys representing Parliament (then sitting as the Constitutional Assembly) during the certification proceedings in the Constitutional Court for the Final Constitution.

  • Alexkor 2017/18 Annual Report 7 Nov 2018

Mr S Swart (ACDP) asked if Alexkor values the diamonds before they leave the mine at Alexander Bay and if so who does that valuation? Looking at the irregular expenditure, has the new board embarked on going through irregular tenders, contracts and other irregular expenditure? Is it something the board ...
  • Criminal matters treaties between RSA and UAE: Extradition and Mutual Legal Assistance briefing 7 Nov 2018

Mr S Swart (ACDP) asked why the treaty had taken so long, since it had been negotiated since 2010. He said that in 2016, the double taxation agreement had been signed and there could have been a quicker process at that stage. The Guptas were in the UAE and he ...
  • Cybercrimes Bill: consideration & adoption 6 Nov 2018

Mr S Swart (ACDP) recommended the deletion of the proviso as it may satisfy concerns and strike the right balance. The point of this discussion was access not seizure – the implication is to apply for a warrant to obtain access. The other alternative is to lift the bar to retain ...
  • Section 25 review of Constitution: draft report 1 Nov 2018

Mr S Swart (ACDP) suggested that “churches” should be included in the last paragraph. It should read, “The Committee received inputs from individuals, representatives of political parties, churches…”
  • State Liability Amendment Bill: public hearings 31 Oct 2018

Mr S Swart (ACDP) commended the presenter for the submission. In terms of Section 2A of the Bill which states that “a Court must” is alone problematic. Access to justice is difficult. The proposal for future structured payments might make medical practitioners not keen to assist.
