Meeting Summary

The Committee elected Mr J Maake (ANC) as chairperson.

Members noted that time was limited and the Committee needed to convene meetings at unusual times to ensure its work is completed before Parliament rises.

The Committee was established to process the General Intelligence Laws Amendment Bill.

Meeting report

The Committee Secretary referred to National Assembly (NA) Rule 158 to facilitate electing a Chairperson. She invited Members to make nominations.

Chairperson election

Ms D Dlakude (ANC) nominated Mr J Maake (ANC) to chair the Ad Hoc Committee.

Mr T Mmutle (ANC) seconded the nomination.

Mr Maake accepted the nomination as the chairperson of the Ad Hoc Committee on General Intelligence Amendment Laws Bill.

He thanked Members for being present. He noted that due to time constraints, as the sixth administration is wrapping up, the Committee will occasionally convene its meetings at unusual times to ensure its work was completed before Parliament rises.

Ms B Kohler-Barnard (DA) suggested the Committee could utilise the weekends to meet to move with speed. Members could apply for requests to be excused from certain House sittings. The Committee should also consider meeting on Mondays and Fridays.

The Chairperson welcomed and supported Ms Kohler-Barnard’s proposal.

Ms Dlakude also supported the suggestion and proposed that some meetings could be held virtually. Fridays could also be considered, and Members can request to be excused from Portfolio Committee meetings on Fridays or split their time between their committees and this one, especially on Fridays. Once the Committee programme is available, it will assist a great deal in planning accordingly.  

The Chairperson thanked Members for their contributions and suggestions.
