Summary

The Committee met to adopt the reports: Vote 8- BRRR: Department of Planning, Monitoring and Evaluation (DPME), and Brand South Africa, Vote 10- BRRR of the Portfolio Committee on Public Service and Administration as well as Performance Monitoring and Evaluation on the Department of Public Service and Administration (DPSA), Public Service Commission (PSC), National School of Government (NSG) and the Centre for Public Service Innovation (CPSI) and Vote 12- BRRR of the Portfolio Committee on Public Service and Administration as well as Planning, Monitoring and Evaluation on Statistics South Africa . The Considerations took place on the 15th October 2019 and they met on the 16th October 2019 to formally adopt the reports.

The Committee adopted all reports: Vote 8, Vote 10 and Vote 12.

Meeting report

The Chairperson said that because most of the work had been done yesterday , the meeting would be smooth sailing. Apologies were noted.

Budgetary Review and Recommendations Report (BRRR): of the Portfolio Committee on Public Service And Administration on the Department of Public Service And Administration (DPSA), Public Service Commission (PSC), National School of Government (NSG) and the Centre for Public Service Innovation (CPSI): Vote 10 dated 16 October 2019

The Chairperson said that because most of the work had been done yesterday, the Committee should go straight to the recommendations.

The Committee went through the recommendations and conclusion of the Report.

All members were happy with the “recommendations” and “conclusion” and no changes were made.

The Chairperson said that because all Members were satisfied, the Report can be adopted.

The Chairperson directed Members to the observations and findings.

Members were satisfied with the findings and observations.

Dr L Schreiber (DA) asked if Statistics South Africa received a clean audit or unqualified with finding.  

The Chairperson replied that it was unqualified with finding.

The Chairperson said the Committee should move to the recommendations of the Report.

Members were satisfied with the recommendations.

Discussion

Ms R Lesoma (ANC) said that the Committee should appreciate what the administration workers have done to capture everything, with the Statistics South Africa conclusion in particular, she loves the way it was captured and she loves the spirit of the oversight family. Non-biased oversight must be done for every Department that comes to the Committee and in two years, the departments should achieve clean audit reports. All shortfalls must be covered

The Chairperson thanked the Committee and agreed with Ms Lesoma as he was happy with the way Members are going as a committee. When there are differences in the Committee, the differences can occur but with respect and integrity. The integrity of any person must not be undermined.

Dr Schreiber said that, as a representative of a minority party, he agrees and expresses his appreciation to the Chairperson, administration and other Committee Members. It is fair to say that voices are being heard, and the administrative staff are doing an excellent job of capturing the nuances. Where the Committee may disagree, the administrative staff finds the points of agreement.
