Treasury and the Department of Basic Education have a report which was meant to address the matter because the member is quite correct, it has been a very troubling area and there are recommendations from the report which will be tabled tomorrow at the Council of Education Ministers, CEM. One of the proposals is that we should take scholar transport and ring-fence the resources and get procurement happening in provinces so that we can supervise it.
There is still a discussion with the Department of Transport because in some provinces, scholar transport works very well under Transport and in some provinces, it works well under Education. So, tomorrow we will resolve with the MECs where we
will locate the issue but I must admit that it has been a problem from our monitoring as a provincial competency.
