366. Mr D B Feldman (COPE-Gauteng) to ask the Minister of Labour:
1) Whether being a Labour Inspector at SR6 salary level qualifies a person
to be considered for the position of the Inspectorate; if not, why not;
if so, what is the minimum period of experience required to qualify; (2)
whether her department offers any internal training programmes in this
regard; if not, why not; if so, what are the necessary measures her
department has taken to upgrade the skills of potential staff; (3)
whether her department advertises for the jobs internally before
advertising externally; if not, why not; if so, what are the relevant
details; (4) whether her department offers any bursaries for studies in
this regard; if not, what is the position in this regard; if so, (a) how
is this process managed and (b) what are the further relevant details?
The Minister of Labour reply:
1. The current entry post level range for a labour inspector in the
Department of Labour is SR6 and currently the minimum requirement to
be an inspector is matric plus a post matric qualification.
2. The Department of Labour offers both national and provincial training
programmes to build capacity and upgrade the skills of the labour
inspectors in all field of specialization. Inspectors could also, as
part of the bursary scheme in the Department of labour, apply for a
bursary to further improve their qualifications.
3. All inspectorsâ posts are advertised internally as well as utilizing
the ESSA system. Should the Department fail to attract, select and
place internal candidates, then the Department of Labour would recruit
externally.
4. The Department of Labour has a bursary policy in place which benefits
all staff members.
a) Every financial year bursary forms are circulated to all staff
members including Labour Inspectors through the intranet. Staff
members then have the opportunity to apply for bursaries and those
who satisfy the requirements as set out in the bursary policy, are
granted bursaries. The management of the bursary application
processes is the sole responsibility of the Training and
Development Unit of the Department of Labour.
