1. The total costs incurred by the Government to conduct the 2013 long term Fishing Rights Allocation Process (FRAP) was R19 100 000.00 whilst the total costs incurred to conduct the FRAP 2013 appeals process was R5 793 876.83. The total costs incurred by the Government from 1 June 2015 to 31 May 2016 to secure the services of Advocate Mohamed Shaheen Moolla was R2 684 320.00; Professor Julian Smith was R1 297 005.00 and Ms Mamakhe Mdhluli was R1 312 551.83.
In addition, the Department of Agriculture, Forestry and Fisheries (“the Department”) incurred a total cost of R500 000.00 which was paid to Sizwe Ntsaluba Gobodo for services rendered to the Department to oversee and document the issuing of provisional lists to various line fishing communities along South African coast between Port Nolloth and Richards Bay as well as to investigate all matters received from the Appeals Advisory Team. In summary, the total cost incurred by the Department to conduct the FRAP 2013 allocation process was R24 893 876.83.
2. The Department has not retained the services of Advocate Mohamed Shaheen Moolla and/or his company; FEIKE (Pty) Ltd however the Department is considering to source the services of three (3) individuals to continue to assist the Minister in evaluating and considering appeals flowing from the decision of the Delegated Authority for FRAP 2015/16. Payment of the services rendered by these individuals will be calculated by the Department based on the Department of Public Service and Administration (DPSA) hourly fee rates for consultants. The total cost for the appointment of the three individuals can only be provided after the FRAP2015/16 appeals process is concluded, as the Department will be invoiced by the individual members of the appeals advisory team based on the number of actual hours they have worked.
3. For the 2015/16 financial year, the total amount of cost that the Government incurred to conduct the FRAP 2015/16 was R26 771 925.14. A trial balance summary for 2015/16 financial year is attached herein.
For the 2016/17 financial year, the total amount of cost that the Government incurred to date to conduct the FRAP 2015/16 is R10 150 076.4. A trial balance summary for 2016/17 financial year is attached herein.
The figure provided for the 2016/17 financial year is subject to change as it is based on the live ORACLE financial report generated by the Department and invoices on FRAP related matters are being processed as and when they are being submitted to the Department for processing and payment.
