Deputy Speaker, there is a major, ongoing process of reviewing leases. What hon Dreyer is referring to forms part of the process of reviewing those leases, which number more than 2 500.
We know that some are inconvenienced by the process. However, the problem is that as we are correcting the leasing situation - signing proper new leases that are on a long-term basis - there are some who want to gain from the chaos of the previous leases and use the situation to blackmail, or use blackmailing tactics, in order to get the state to pay exorbitant rates.
We are correcting all of them by trying to be meticulous; that is why people are being inconvenienced. However, all of them will be on board soon.
