Meeting Summary

The Committee processed reports for purposes of adoption, these were the Sessional/Annual Report and the Oversight Report. There were no material amendments and the reports were adopted as such. The Committee proceeded to the draft minutes for the previous and current year. The draft minutes were adopted with no amendments.

Meeting report

Committee Sessional/ Annual Report
The Chairperson asked members for suggestions on possible amendments to the report.

Mr P Mathebe (ANC) noted that Mr M Mangena (AZAPO) was no longer part of the Committee as written in the report and submitted that this be amended.

No other material amendments were made.

The report was subsequently adopted.

Committee Oversight Report
The Chairperson asked for possible amendments to this report. Regarding the proposed building of a hotel in the Kruger National Park, he said the report should not say that “The Committee is satisfied…” rather it should be altered to say “The Committee noted…”

No other material amendments were made.

The report was subsequently adopted.

Outstanding Draft Minutes

25 January 2011
No amendments were suggested and the minutes were adopted.

26 January 2011
Mr G Morgan (DA) noted a grammatical error on page 3 after which the minutes were adopted.

27 January 2011
Mr Mathebe noted that Ms Ndude (COPE) was listed as present, it should be stated that he was absent with an apology.  

The report was adopted.

16 February 2011
There were no amendments were suggested and the minutes were adopted.

22 February 2011
There were no amendments were suggested and the minutes were adopted.

23 February 2011
Mr L Greyling (ID) was listed as attended and as apologised. It was decided that the correct reflection should be that he was not in attendance.

 The minutes were adopted.

3 March 2011

The Chairperson objected to the way the submissions were summarised and suggested that summaries could not omit important details. These minutes together with subsequent ones till 16 March 2011 related to public hearings on the green paper. In future he suggested that submissions be attached to the minutes – with the actual minutes simply making reference to them.

No other amendments were suggested and the minutes were adopted.

Mr Mathebe asked whether the assertion on page 2 that  certain targets were achieved was an accurate reflection.

The Chairperson questioned the inclusion of HIV/AIDS information on a Water and Environmental Affairs report.

No other amendments were suggested and the minutes were adopted.

No amendments were suggested and the minutes were adopted.
The Chairperson suggested that in the event attendance of any member is questioned, the register and not the minutes would take precedence.

Other Matters
The Chairperson told The Committee that the Lesotho trip would have to be cancelled as the proposed destination was inaccessible even by helicopter. Plans were still on course for the trip to the West Rand’s acid mine drainage location. He suggested that the Walter Sisulu Botanical Garden was something that The Committee should consider seeing.

The Committee then discussed logistical arrangements for a planned oversight visit to Limpopo to see failing water treatment facilities. They also discussed a trip to Pretoria.

The meeting was adjourned.
