COMMITTEE ANNUAL REPORT: ADOPTION; SETA COMMITTEE REPORTS

SUMMARY
The Committee debated and passed their Annual Report with minor technical amendments. The Committee agreed to delay the adoption of the eight committee reports on the annual report and financial statements of eight Sector Education and Training Authorities in order to highlight the SET As that had particularly under-performed.

MINUTES
Committee Annual Report
The Chairperson explained that the only matter outstanding on the annual report had been missing statistics which had by this stage been inserted.
Mr G Anthony (ANC) suggested some non-substantive grammatical changes.
Mr P Zulu (IFP) pointed out that in the report Mr A M Mpontshane was described as an ANC member and he was in fact a IFP Member.
Mr Anthony proposed adopting the report with amendments
Mr Zulu seconded it.

The Committee adopted their Annual Report with amendments
Committee Reports on 2004/05 Annual Report and Financial Statements of the Sector Education and Training Authorities

The Chairperson suggested that members may need more time to read consider these Committee Reports before adopting it. She said that it was important that members were happy with the reports, and delaying the adoption of these reports would give the committee an opportunity to look at those SETAs (Section Education and Training Authorities) that had really under-performed.
Mr Anthony agreed that Members needed more time to go through the documents.

The Committee resolved to postpone any decision on adoption of these reports.
Noting the small number of members that had attended the meeting, the Chairperson conveyed her view that it was important that Members attended the Committee's meetings. However she did note the challenges faced by Members in dividing time between Parliament and party particularly in the run up to local elections.

The Portfolio Committee on Labour having considered the annual report of the Sector Education and Training for Secondary Agriculture for the year 2004/05, reports that it has concluded its deliberations thereon.

Report of the Portfolio Committee on Labour on the Annual Reports and Financial Statements of the Primary Agriculture Education and Training Authority for the year 2004/05, dated 31 .January 2005:

The Portfolio Committee on Labour having considered and examined the annual report of the Primary Education & Training Authority for the year 2004/05, reports that it has concluded its deliberations thereon.

The Committee notes the following:

* There is uncertainty on the plight of farmers due to the transformation process.

·        The content of training on commercial farming, especially among the African youth.

·        The exhorbitant prices which farmers expect the government to pay for land restitution.

·        The slow progress with regard to the transformation and marketing of agricultural colleges, as well as support for small farmers .

The Committee recommends as follows:

·        There is a need for co-ordination between the agricultural SETA the Department of Land Affairs and municipalities.

·        The mentoring aspect in the agricultural sector should be linked to land reform.

Report of the Portfolio Committee on Labour on the Annual Report and Financial Statements of the Health & Welfare Sector Education and Training Authority for the year 2004/05 I dated 31 January 2005:

The Portfolio Committee on Labour having considered the annual report of the Health & Welfare Sector Education and Training Authority for the year 2004/05, reports that it has concluded its deliberations thereon and recommends as follows:

·        The Sector Education and Training Authorities (SET As) should work closely with the Parliamentary Constituency Offices (PCG's), regarding their marketing.

·        SET As should develop a data-base of all learners that complete their learnership programmes and a strategy to trace such learners.

Report of the Portfolio Committee on Labour on the Annual Report and Financial Statements of the Insurance Sector Education and Training Authority for the year 2004/05, dated 31 January 2005:

The Portfolio Committee on Labour having considered the annual report of the Insurance Sector Education and Training Authority for the year 2004/05, reports that it has concluded its deliberations thereon.

The Committee notes the following:

* Graduates could be possible incumbents to be trained for managerial positions.

·        The challenge around consumer education reaching the ordinary people.

·        Black men leave the insurance sector because they are put into tutelage to mentoring people who are not satisfied with mentors.

The Committee recommends as follows:

The SETA and Department should ensure that the registering of unemployed people assist in tracking learners that have completed their learnership programmes.

Report of the Portfolio Committee on Labour on the Annual Report and Financial Statements of the Tourism, Hospitality and Sport Education and Training Authority for the year 2004/05, dated 31 January 2005:

The Portfolio Committee on Labour having considered the annual report of the Tourism, Hospitality and Sport Education and Training Authority for the year 2004/05, reports that it has concluded its deliberations thereon.

The Committee notes the following:

·        The SETA is unable to spread out throughout the country due to financial limitations.

·        The SETA has not performed well in the area of ABET training due to some companies that are not keen to release their employees.

·        The majority of learners do not possess the skills needed by most companies.

·        The sector is dominated by voluntarism because it is easy to get in.

·        The placement of learners remains a problem.

·        The lack of accredited providers in the sport arena is an inhibiting factor.

The Committee recommends as follows:

·        The SETA should look into the issue of the profile of training providers.

·        Labour centres could be utilized in providing information about the SETA.

The Portfolio Committee on Labour having considered the annual report of the Transport Education and Training Authority for the year 2004/05, reports that it has concluded its deliberations thereon.

The Committee notes the following:

·        The funding limitations hamper the plight of SETA representation in all the regions.

·        The majority of people placed in the aerospace and rail learnership are placed in the technical field, some as professional drivers.

·        The relationship between the SETA and Umsobomvu Youth Fund is not into speed as it should be.

·        The number of physically disabled people in the maritime industry is only limited to administrative and support areas.

The Committee recommends as follows:

·        Linking of the learner-driver component would be a positive step.

·        The SETA should look into the licencing of unemployed people, especially in rural areas.
