Meeting Summary

Members expressed concern that the planned oversight visit to the National Corrections Excellence Awards in Limpopo as well as the study tour to Cuba had been rejected by the House Chairperson: Committee, Oversight & ICT. The House Chairperson had indicated that the costs for the trip to Cuba were too high. Members indicated that this prevented the Committee from executing its mandate and agreed to arrange a meeting with the House Chairperson. The Committee Secretary was instructed to investigate how other committees fared when it came to study approvals from the Office of the House Chairperson.

The Committee also considered and adopted the minutes dated 21 November 2012.

Meeting report

Opening remarks
The Chairperson mentioned that the Committee would be paying a surprise visit to the offices of the Inspecting Judge just to have a look at what they were doing at their offices.

Ms W Ngewnya (ANC) raised her concern regarding the rejection of an application for the Committee to attend the
National Corrections Excellence Awards (NCEA) in Limpopo. She felt that the Committee was undermined by the Office of the House Chairperson. She informed the Members that she had attended the certification ceremony of prisoners who had passed grade 12 in Durban on her own expense.

Mr V Ndlovu (ANC) suggested that the Committee should send a delegation to meet with Mr C Frolic (ANC), House Chairperson:
Committee, Oversight & ICT, to discuss this matter.

Mr M Cele (ANC) suggested that the Committee should invite Mr Frolic for a session with the Committee instead.

Mr L Max (DA) suggested that the Committee should look at how other committees fared with Mr Frolic’s office regarding study tours approval.

Mr V Magagula (ANC) suggested that the Committee draft a clear programme regarding study tours and oversight visits.

Mr P Mnguni (COPE) said that the Committee had genuine reasons for the Limpopo trip; the Committee had a clear mandate to execute its tasks.

The Chairperson informed Members that the proposed study tour to Cuba had been rejected on the grounds that the costs were too high. He then informed the Committee that he would invite Mr Frolic to a meeting with the Committee on 27 February 2013. He asked the Committee Secretary, Ms Cindy Balie, to look at how other committees fared when it came to study approvals.

The Chairperson went through the minutes page by page and invited comments from the floor.

After it emerged that there were no amendments Mr Ndlovu moved for adoption and Ms M Phaliso (ANC) seconded the motion. The minutes were adopted without any amendments.
