Eligibility of Councillors to apply for Senior Position in the Municipality

Dear Portfolio Committee on Employment and Labour,

I served as a councillor for seventeen years. Five years as ordinary councillor. Eleven years as member of the mayoral committee and fourteen moths as Executive Mayor. There is an understanding that section 56 and 57 managers report to council, their appointment is ratified by the council. As a member of the mayoral committee you chair section 80 of the council, and thus mean as the councillor, you are above both sec 56 and 57. The point is, when as a councillor, you want to apply for section 56 or 57, you don’t qualify, as one of the criteria would be that you should have served as a manager for give years.
I would like you to advise me on why is my experience as a councillor, I am not regarded as having a more experience than a manager, who according to both Structures and Systems Acts, are far below as compared to section 56 and 57.
