Policy brief on protecting SA's cooperation with USA and Russia.

Dear Portfolio Committee on International Relations and Cooperation,

SA's neutral stance on Russia-Ukraine war obviously jeopardize our relations with USA.

The ICC is ineffective as it has no law enforcement however the use of economic power by USA could negatively impact our economy (by lowering productivity in those industries benefiting from Africa Growth and Opportunity Act (AGOA).

For the benefit of SA, it is important to note that (1) arresting Russia's president Putin is of NO benefit. Why? Could lead us to war with Russia and compromise resources from Russia that are beneficial to our economy. (2) moreover, accepting Putin's visit comprises our integrity as democratic state (Int'l Criminals Court aka ICC theory) and jeopardize relations with USA.

Therefore, SA could (1) AVOID arresting Putin if he ever visits SA, or (2) as ICC deals with individuals, Putin could be URGED NOT TO visit SA thus we remain innocent.
Why above reasons? (1) We CANNOT AFFORD war with Russia. (2) Putin is an individual and SA should only stress about economic benefits from Russia's economy and NOT individual. Therefore, I suggest Russia's foreign Minister should visit SA instead.
