Motion to Address Job Creation Through Tyre Recycling Levy in South Africa and Hold DFFE Accountable for Implementation and Collection of Levies.

Dear Portfolio Committee on Small Business Development,

I hereby submit a motion to address the issue of job creation through the Tyre Recycling Levy in South Africa. The Tyre Industry in South Africa currently contributes approximately R2.30 per kg towards the Tyre Recycling Levy, which is a significant amount of revenue that can be utilized to fund small business development through waste tyre collection and processing.

The Department of Forestry, Fisheries, and Environment (DFFE) has already developed a plan for the implementation of the Tyre Recycling Levy, as outlined in the document available at http://sawic.environment.gov.za/documents/11444.pdf. However, the implementation of this plan has not yet been realized, and the levies collected are not being accounted for.

This motion aims to compel the DFFE to implement the plan for the Tyre Recycling Levy and to ensure that levies collected are accounted for. Additionally, it is crucial that the DFFE engage with the South African Tyre Manufacturers Conference (SATMC) to align on detailed timelines that can be committed to, thereby facilitating small business development through waste tyre collection.

The implementation of the Tyre Recycling Levy plan can have a significant positive impact on job creation and small business development in South Africa. As such, I urge the Parliamentary Portfolio Committee on Small Business Development to support this motion and take action to ensure that the DFFE implements the plan and accounts for levies collected.
