Dear Portfolio Committee on Public Works and Infrastructure, as the Chiarperson of SABCCA Co-operative (South African Builders Contractors and Civils Co-operative established in 2014 and as a past Excutive Member of the Master Builders Association Cape Peninsula from 1997 to 2006 my concerns are the lack of Skills and Enterprise development opportunities in the Construction industry especially the exclusion of women and more so black women in general, as a person that has been in the Construction industry since 1970 i still witness in a Democratic South Africa the policies of pre 1994 still being practice, in 2009 i was the person in the Western Cape that met with the Competitions Commissioner at Community House in Salt River a meeting that was facilitated by Cosatu Western Cape, the reason why I am approaching your Committee is to get some information regarding the Voluntary Rebuilding Program gazetted by Government in 2016 and in terms of the requirements of that agreement all Corrupt activity that took place during the preparation of the 2010 Soccer World must fall under the Voluntary Rebuilding Program gazetted by Government in 2016. A few months ago I saw a newspaper article that the City of Capetown entered into a out of court settlement with the 3 Construction Companies found guilty of Collusion, Bribery and Corruption on the Capetown Stadium a amount of 429 million Instituted by Patricia De Lille when she was Mayor of Capetown was settled for 135 million a discount of 294 million of Capetown tax payers money, what in would like to know in terms of the Voluntary Rebuilding Program agreement should this money not have gone into the Voluntary Rebuilding Program fund set up by Government to assist with the slow pace of Transformation for the Construction industry, I have taken this issues up with the Excutive Director of Master Builders Association Cape Peninsula on more then one occasion but sadly they are not prepared to investigate, i have served on the Association for about 8 years and know they are not prepared to tramp on the hands that feeds them, i await your Revolutionary Response Dennis Pillay activist in the Construction since 1983.
