(1) Whether, with reference to the findings of the Public Service Commission (PSC) in its report released in March 2011 on cases of alleged corruption reported to the National Anti-Corruption Hotline (NACH), he has been informed that the PSC recommended that a guideline on minimum sanctions for specific offences of (a) fraud and (b) corruption should be issued; if not, what is the position in this regard; if so, (2) whether this guideline has been issued; if not, what are the reasons for failing to issue the guideline; if so, (a) when and (b) where has a copy of this guideline been made available; (3) whether, he has been informed that the PSC further recommended that once a case of alleged (a) corruption or (b) fraud involving an amount of R100 000 or more is detected, the department should conduct an internal disciplinary hearing concurrently with the referral of the case to the SA Police Service (SAPS) for criminal charges; if not, why not; if so, what are the case numbers of all such referrals to the SAPS for each (i) national and (ii) provincial department?
