Minister, Deputy Minister in absentia, hon members, departmental officials led by the director-general, and our honourable guests, I greet you.

[Our children in the National Rural Youth Service Corps, Narysec, we are proud of you! Chairperson, we in the ANC support the budget. We do that fully aware of what the ANC-led government has done for these people in the rural areas.]
We know we are on course when we make our oversight visits and we see for ourselves how the people of Mhlontlo in the Eastern Cape are working with the government to realise a better life and a future for all of them.
Bokamoso bo ka mo diatleng t?a bona. [T?hwahlelo.] [The future is in their hands. [Interjections.]]
We are indeed on the right track when there is hope for the people of Diyatalawa in the Free State. They are becoming champions of their own lives, despite the problems we are experiencing.
This is because we are working; we are not sitting down. [Applause.] We have turned the tide against poverty, underdevelopment and the massive unemployment that affects most people living in the rural areas. [Interjections.]
