When they are provided with these things, it will benefit them as South African citizens.
We note that in the urgency to fulfil the previously agreed-upon policies to distribute land to the majority of South Africans, this department identified 1,1 million ha of land, which has been distributed mostly to indigent families, without providing the means for them to work the land. This has resulted in the underutilisation of this land, thus weakening food security and the endeavours of this government. This poses a threat to the attainment of the MDGs and sustainable development.
We further note that the distribution of land to the indigent groups takes no account of individual families farming on smallholdings that already exist, and farming within the limited capacities of those families.
All over the world smallholder agriculture has evolved successfully and produced efficient farmers using technologies, market knowledge information, communication technology and creativity. These made them international exporters of processed goods and services of the highest quality possible with the available information. [Time expired.] [Applause.]
