Is dit tussen die Minister en die direkteur-generaal, of rens laer af in die rapporteringslyn?

But this is apparently not carried over to the Public Service, over which the same political parties exercise authority and oversight. [Interjections.] Why not? Where is the disconnection? Is it between the Minister and the director-general, or somewhere lower down in the reporting line?
