1. Decline in tourism and low occupancy rate as a result of the impact of shark attacks and negative perceptions on general safety and security of beaches. None of the beaches has blue flag status. 2. Very low skills base and about 90 percent of accommodation, food and beverages facilities are run by owners and employ less than 5 people who are unskilled or semi-skilled. 3. Non-existence of up-market facilities in terms of both accommodation and restaurants and the majority falling in two to three star grading. 4. Implementation and enforcement of by-laws with regards to liquor licensing, performance of traditional rituals at beaches. 5. Bulk infrastructure in terms of water borne sewerage, storm water management and water reticulation, among others. 6. Implementation of strategy on the management of Shark attacks by implementing Sharks spotters programme and shark nets.
