The Constitution defines tourism as a functional area of concurrent national and provincial legislative competence. This means that the provincial government has the responsibility for all of the functions indicated at the national government level. Provincial government formulates tourism legal framework and applicable policies to a province in accordance with national legal framework. National and Provincial are partners in the implementation of national policies and strategies.
