Chair, given that there is now provision for direct grants to local authorities, how will the Minister ensure that they are spent for the intended purposes, especially if we take the example of the city of Grahamstown, whose residents have gone without water for seven weeks? Allegedly, last Friday they could not pay staff members, and they wait now for a bailout by Rhodes University. Is the Minister aware of this? What is the plan? Thank you.
