We want to put it to you that the correct interpretation of the constitutional clause the hon Mulder has read out is that its implications are that all who are hired and serve at the pleasure of the President must not vote. Members of the Cabinet and Deputy Ministers must not vote because they have a vested interest in that the plate of food that they eat every night is provided by the President. Therefore they have no conscience to participate in terms of vote on this motion. We appreciate their input, but we put it to you that Ministers and Deputy Ministers must not participate in this debate. They are hired by the President. [Interjections.]
