Mr D A Worth (DA-FS) to ask the Minister of Water and Environmental
Affairs:
(1) Whether the World Wildlife Fund has donated any funds towards
protecting Prince Edward and Marion Islands since 1 May 2012; if not,
what is the position in this regard; if so, what are the relevant
details;
(2) (a) what vessels are being used to enforce regulations since Prince
Edward and Marion Islands have been declared marine protected areas
and (b)(i) what additional costs are associated with the islands that
have been declared marine protected areas and (ii) from where will the
funds be sourced?

THE MINISTER OF WATER AND ENVIRONMENTAL AFFAIRS ANSWERS:
1) No, the World Wildlife Fund (WWF) has not donated any funds to the
South African Government towards the protection of Prince Edward and
Marion Islands since 1 May 2012. The WWF has, however, continued to
support the declaration of Prince Edward and Marion Islands as marine
protected areas through awareness programmes and public relations
activities.
(2) (a) Considering the remote location of the islands (approximately
1700 km from South Africa), several cooperative measures are employed
by the Department of Environmental Affairs (the DEA) to enforce
regulations. These include arrangements with the two South African
fishing vessels, with observers on board, that are permitted to fish in
that area to provide information about transgressions. Furthermore, the
DEA is also seeking to enhance cooperation with the Australian and
French Governments who regularly patrol their sovereign territories of
Heard Island and the Crozet Islands located to the east of Prince
Edward and Marion Islands. The agreement with France, which has a land-
based satellite monitoring control station in the Southern Ocean, is
being finalised; and the DEA is also negotiating a memorandum of
understanding with Australia which includes monitoring and surveillance
in the sub-Antarctic waters. Finally, the Prince Edward and Marion
Islands are within the regional jurisdiction of the Commission for the
Conservation of Antarctic Marine Living Resources (CCAMLR), of which
South Africa is a member. The CCAMLR has a rigorous compliance and
enforcement regime that can result in the black-listing of a vessel so
that the transgressor would never be allowed to fish in CCAMLR waters
again; this provides the DEA with an additional enforcement measure.
