    NATIONAL COUNCIL OF PROVINCES FOR WRITTEN REPLY QUESTION NO 38 DATE REPLY SUBMITTED: 30 MARCH 2010 DATE OF PUBLICATION IN INTERNAL QUESTION PAPER: THURSDAY, 25 FEBRUARY 2010 (INTERNAL QUESTION PAPER: NO 2 – 2010) Mr A J Nyambi (ANC) asked the Minister of Transport: (1) What is the scope of the powers of the Department of Transport regarding the implementation of the Scholar Transport policy vis-à-vis those of the Department of Basic Education; (2) whether there has been a working relationship with the Department of Basic Education with regard to the implementation of the Scholar Transport policy; if not; why not; if so, what is the extent of the relationship? CW39E REPLY: The Minister of Transport: 1) The scholar transport subsidy is currently provided through the Department of Education’s budget. The contracting of scholar transport is typically handled by Provincial Departments of Education, although in some cases it is the Provincial Departments of Transport, working with its Provincial Education Departments that contracts and regulates these services. 2) The Department of Transport is in the process of consulting on the future of scholar transport with the Department of Basic Education. This is part of a process of developing a unified national scholar transport policy that integrates our approach to scholar transport more effectively with our overall approach to transforming public transport. We plan to have the policy approved before December 2010.
