The Department of Human Settlements implements several mechanisms to detect and prevent corruption in housing projects at both the Provincial and municipal level.
The Department uses the following mechanisms to detect corruption in housing projects:
- Audits and Investigations assist the department to prevent and detect corruption from occurring on housing projects.
- Conduct independent oversight visits to measure financial and performance.
- Department internal directorate investigates irregularities when it is brought to their attention.
- Whistle blower’s complaints are investigated when lodged.
- There are establish processes to ensure transparency in procurement and beneficiary selection on housing projects.
- Civil society and media reports on corruption lodged with department are also investigated.
- Community oversight committees also help the department to detect and prevent corruption by checking the housing projects.
- Local communities pre-project implementation, during implementation and post implementation also lodge their voice when corruption is detected.
- The National Department has developed its own Anti-fraud and corruption strategy which deals with fraud and corruption allegations within the human settlement sector. The policy stipulates the department's fundament position regarding the issue of fraud and corruption and reinforces the existing systems, policies and procedures aimed at detecting, preventing, and responding to as well as reducing the impact of fraud and corruption.
- The Provincial department of human settlements have its own Anti-fraud and Corruption policy which aims at detecting and preventing corruption at provincial level on housing projects which are constructed within their sphere.
- The Local municipalities also have their own Approved Anti-fraud and corruption policy which aims at detecting and preventing corruption at municipal level on housing projects which are constructed within their sphere.
