DATE OF PUBLICATION: Friday, 6 March 2015
INTERNAL QUESTION PAPER 5 OF 2015
44. Mr H B Groenewald (DA-NW) to ask the Minister of Home Affairs:
How will voter registration information be displayed on the new smart
identity cards? CW69E
REPLY:
Voter registration details of South African citizens will remain maintained
on the National Common Votersâ Roll which resides with the Electoral
Commission in terms of section 5 (1) (f) of the Electoral Commission Act
(51 of 1996) read with section 5 of the Electoral Act (73 of 1998).
The smartcard identity documents bear the two dimensional bar code which
can be read by the Portable Bar Scanner Unit (zip-zip machine) which is
used by the Electoral Commission. The zip-zip machines are employed for
purposes of voter registration as well as on Election Day for purposes of
locating the sequential number of voters on the votersâ roll in order to
expedite the voting process.
