    (1) Why the (a) School Managerial and Governance Developers and (b) Circuit Managers of the Free State are being remunerated at a lower salary as compared to their counterparts in other provinces, while they are (i) performing the same duties and (ii) in the same rank; (2) whether the Central Bargaining Chamber will ensure uniformity of salary structures in all spheres of the education sector in all provinces; if not, why not; if so, what are the relevant details; (3) whether financial redress will be considered where there has been under-payments to these educators; if not, why not; if so, what are the relevant details?

CW354E RESPONSE TO NATIONAL COUNCIL OF PROVINCES QUESTION 290 1) According to the Persal records of May 2011 there is no evidence that these categories are paid at a lower salary level in the Free State compared to other provinces. The Persal data indicates that these categories are paid within the required salary range between R280 431 and to the maximum salary level of R549 153. 2) The Education Labour Relations Council (ELRC), through the signing of Collective Agreement 1 of 2008, which is the Occupation Specific Dispensation (OSD), has developed a customized remuneration dispensation for educators. This dispensation has ensured uniformity of salary structures in all spheres of the education sector in all provinces emphasizing a fair, equitable and competitive remuneration salary structure in education. The Employment of Educators Act, 1998 also stipulates the roles and responsibilities of educators together with the levels in which they should be remunerated. 3) There is no need for a financial redress since no underpayments have occured.
