An important hill to overcome is the legacy of apartheid spatial planning, which continues to confine the masses of our people to places far from places of work and production, with the consequence that some of them spend up to a third of their income on transport. They have little time to look after their children. They leave early in the morning and come back late at night. So this is a matter that we must attend to. Consequently, the ANC's manifesto advances integrated human settlements that bring economic and recreational activities into settlements, townships, small towns and rural areas.
