1) notes that, in 2007, the then MEC for Social Development in KwaZulu- Natal turned the sod to build a multipurpose centre at Indaka Local Municipality in the uThukela District;
2) further notes that the proposed centre was to have been comprised of, inter alia, offices of the Departments of Home Affairs and Social Development, and the SA Social Security Agency, Sassa, to handle social grant payments;
3) acknowledges that huge amounts of taxpayers' hard-earned income was used to transport people to the event and big marquee tents, sound systems, professional artists and caterers were hired to provide entertainment and cater for the event;
4) further acknowledges that it is more than eight years ago that the promise of the multipurpose centre was made to the community and that to date it remains unfulfilled;
5) recognises that the people of Umhlumayo and surrounding areas are still experiencing difficulties in accessing the services of the Departments of Home Affairs and Social Development as well as the SA Social Security Agency, Sassa, which administers the payment of social grants;
6) expresses its dissatisfaction at the delay in the building of the multipurpose centre at Indaka to facilitate much-needed social services to the community, and
7) urges the KwaZulu-Natal MEC for Social Development to proceed with the construction and completion of the proposed multipurpose centre as a matter of high priority.
