Chairperson, those who know better than we do inform us that South Africa finds itself in global world, where crime no longer assumes its traditional local character. Moreover, we see increases in transnational criminal activity, giving rise to measures like the establishment of the International Criminal Court, among others.
While both the treaty on mutual legal assistance in criminal matters and the extradition treaty between the Republic of South Africa and the Republic of Korea may be regarded as standard and similar to others we have already agreed to with other countries, we have every reason to be proud of these two treaties. We say this because we do not want South Africa to be seen as a safe haven for world criminals. Consequently, South Africa continues to provide assistance in the investigation and prosecution of crime when it involves criminals from other countries. This assistance is in the form of requests for mutual legal assistance or extradition.
Having carefully considered South Africa's constitutional and other legal obligations, the Justice Portfolio Committee unanimously recommends these two treaties for ratification. [Applause.]
